The 1925 Special Restrictions (Coloured Alien Seamen) Order was a racially exclusionary order that initially applied to Welsh port cities in Barry, Penarth, Port Talbot, Newport, Swansea and Cardiff, and in northern England in Liverpool, Salford, Newcastle, South Shields, Hull, and Middlesbrough before being universally implemented across Britain in 1926.

The India and Colonial Office were not supportive and the order also led to protests. In part, the Order was driven by the lobbying of the National Sailors and Fireman’s Union, endorsed by the Board of Trade, to restrict access for foreign sailors to the maritime labour market, which government officials took up.

The Mixed Museum was founded in 2012 as a means to share more widely and permanently the findings of small British Academy-funded research project undertaken in 2007 by Drs Chamion Caballero and Peter Aspinall into official accounts and first-hand experiences of racial mixing in 20th century Britain. He also could fully corroborate the statement which had been made by the hon. Member for Tynemouth, inasmuch as he had himself held an interview a short time since, with a large body of seamen, from whom he distinctly understood that, however great they felt the evils of impressment, they would, even under it, ever be ready to enter into a temporary period of service under the Crown. He thought the system, however, ought to be abolished, and he therefore fully participated in the satisfaction so generally expressed upon the introduction of measures, which would have the effect of relieving the service from so prejudicial a course of proceeding. Its aim was to prevent and regulate the numbers of overseas mercantile mariners and bar them from settling in Britain.

It required them to provide proof of their British nationality as citizens of empire. Such proof was often difficult for sailors to obtain as they did not have passports and any discharge certificates were, in contrast to white mariners, deemed not acceptable proof of nationality, stripping a large number of people of colour of their British citizenship. Our Chaplains provide pastoral support and welfare services both onshore at the seafarers’ centres and aboard the ships. Seamen learn the basics of sailing and spend most of their time in Optimist dinghies. After an initial instruction period, they sail around the inner bay by themselves Seamen or with a friend in an Optimist or with an instructor in a Fast Cat.
